application.vala: lowercase shortcut letters
Due to, the letter "I" is not equal to "i" in Turkish, lowercase all shortcut letters
help-overlay.ui : remove ctrl+f1 shortcut
Due to a conflict, remove ctrl+f1 shortcut from help-overlay.ui
seahorse-key-manager.ui: Change the order of Keyboard Shortcuts entry
Due to Keyboard Shortcuts must be listed after the help entry, change the order of it.
