Added French translation

Added full French translation. Note that I could not test it...

After updating po/LINGUAS and po/meson.build, and compiling, if I run:

GSETTINGS_SCHEMA_DIR=build/data ./build/src/gnome-recipes

I still get the English version of Recipes even though my system is in French. Any help appreciated.
