Resolve "GHashTable with boxed types values segfaults"

Will Thompson requested to merge wjt/pygobject:278-ghashtable-with-boxed-types-values-segfaults into master

Closes #278.

This is WIP because it causes four tests to fail. As explained in the commit message for the top commit (which annotates these tests with @unittest.skip) I believe this is a bug in the regress.c test library in gobject-introspection.

However, I'm not very familiar with this codebase so I could be wrong.
