gi: add option to skip automatic init of Gdk and Gtk on import

gwillems requested to merge g.willems/pygobject:72_option_to_disable_init into main

This allows, among other things, to use Gtk.disable_setlocale(), and delays the consuming of some argvs by Gtk.
