meson: restore .egg-info file

Christoph Reiter requested to merge creiter/pygobject:restore-egg-info into master

Otherwise installations with meson are broken. Rename the pkgconf option to "wheel", to indicate that we are building for a wheel, where we don't need .pc files and not python install metadata.
