Stop setting the soname during the build

Description
Hi,
For some reasons, during the build of the python binding, the SONAME is set, ie:
libtool: link: gcc -shared -fPIC -DPIC .libs/_gi_cairo_la-pygi-foreign-cairo.o -lgirepository-1.0 -lcairo-gobject -lgobject-2.0 -lglib-2.0 -lcairo -pthread -g -O2 -fstack-protector-strong -Wl,--no-as-needed -Wl,-z -Wl,relro -Wl,-z -Wl,now -pthread -Wl,-soname -Wl,_gi_cairo.cpython-36m-x86_64-linux-gnu.so -Wl,-version-script -Wl,.libs/_gi_cairo.ver -o .libs/_gi_cairo.cpython-36m-x86_64-linux-gnu.so
That doesn't make sense and cause some tooling in debian to think that they are public libraries.
Could you please remove that?
