Keyframing numeric effect property allows setting only unuseful values

Submitted by Alex Băluț @aleb

Assigned to Thibault Saunier @thiblahute

Link to original bug (#3541)

Description

Steps to reproduce:

  • Add the Crop effect to a clip
  • Press the keyframe button for the Top property
  • Drag the rightmost-keyframe up, notice the max value is around 1.0. This means a 1px crop. Should allow for larger values.
