Inserting clips in a new layer above existing layers doesn't work anymore

Description
- Have a project with a bunch of clips one after another on the same layer
- Drag a clip from the media library in the space right above the layer to insert a new layer above with the clip.
- Witness the fail as it inserts the clip in the existing layer.
