[i18n] Effects names and description are not translated in the effects library

PiTiVi is supposed to be intuitive and targets the newcomer among others.
Not having effects names nor description translated is a major drawback in termes of usability.
Ideally both (name and description) should be translated.
Indeed, we have to consider 2 differents cases :
1°) PiTiVi is set to show video effects as a list. User see both the name of the effect and its description. Translating only the description could be a lesser evil (at present time neither the name nor the description is translated) : we loose the ability to understand what does the effect with its name but user can still read the description inside the same GUI. Also, the description has to be accurate since a request within the search field in user's maternal language will only work with its (translated) description.
2°) PiTiVi is set to show video effects as icons. Descriptions are hidden by default and are only shown on mouse hover. User only see effects names by default. Showing effects names not translated would be very bad for user experience.
