      viewer: Allows Users to visualize and customize the safe areas for their projects · 47ab733d

      Currently, Users do not have a method to visually observe the areas of
      their projects which are safe from cropping. This may lead to unwanted
      cropping of their projects when they are broadcasted.
      
      To resolve this issue, implement a new overlay class which is not
      attached to a source to draw the Safe Areas, add a method to resize Safe
      Areas to the project settings, implement a keyboard shortcut to toggle
      the visibility of the overlay, and add documentation to the User Manual
      regarding how to modify the size of a project's Safe Areas and toggle
      the visibility of the overlay.

      The consolidation puts all title clip functionality in the clip tab.
      
      The issue was that we were adding similiar clip types to title in the
      future and there would be too many tabs.

      Currently the ScaleRuler is unique to a Pitivi instance. The ScaleRuler
      displays a precise time and frame in reference to a playhead.
      
      Since the ScaleRuler is unique to the application, an additional ruler
      cannot be made that is not tied to the Timeline.
      
      To resolve this issue, the timeline specific functionality has been
      refactored out of ScaleRuler into a subclass, TimelineScaleRuler. This
      will allow for additional ScaleRuler's to be created within a Pitivi
      instance.
