Japanese translations displayed using Chinese fonts on win32

Description
Please describe the problem: When the language settings of Windows is set Japanese, GTK programs correctly loads the translation but displays wrongly using Chinese characters. This is because on pango.aliases, Chinese fonts are put first before Japanese fonts. Many kanji drawn using Chinese fonts look wrong and alien to a Japanese person.
Steps to reproduce:
- Set the language settings of Windows to Japan, or set the environment variable lang to ja
- Install GTK programs like inkscape, pidgin, and freeciv
- Run the program
Actual results: Japanese translation loaded, but Chinese fonts used
Expected results: Japanese fonts used
