Notebook descriptive text only read on first tab opened

This is a startup wizard application which sequentially presents multiple pages of data to the user, through which the user can step page-by-page. This uses a GtkNotebook without tab labels as the mechanism to present multiple pages within the same top-level window.
When this is first launched, Orca speaks the text in the labels on the first page (p0label, p0ip). However, when moving to the second and subsequent pages within the notebook, the text in labels on the new pages is not spoken, which means the user has no context for the controls on those pages.
This seems inconsistent; is there any way to have the labels automatically spoken on the second and subsequent pages as they are on the first page?
