Set GITLAB_CI_JOB_URL in test config

Sam Thursfield requested to merge sam/gitlab-ci-job-url into master

This should allow us to more easily link OpenQA test results back to the corresponding Gitlab CI job, by looking in the vars.json file in the test results.

The variable should have no effect on the actual tests.
