In some cases, modification time is not preserved on copy from another disk

I apologize for my ignorance as to where I should report this. If you receive this request and know what department this "wish request" should go to, I will be happy to refile the report if you point me in the right direction. For the record, I'm running ubuntu 16.04.
The crux of my problem (and I did do my google homework to see if a solutions exists, of which I could find none) is that when I drag and drop files from one hard disk to another, the timestamps of the transferred files are not preserved. If I was using the command line, I would use the -p parameter on the "cp" command, but the use of the GUI is critical because the files to be moved are going a variety of places as determined by my eyeball. In some ways, you could argue that creating new timestamps for the destination file is data corruption. Grin. Not really, I've stretched the truth to a lie.
<warning, wish request ahead> I would like a GUI keyboard / alt-key modifier, like the ones that change a drag and drop operation from "copy" to "move" to include one that will set the date and time to match the original source file. If I could find the code, I'd be happy to try and modify it myself, but I wouldn't know where to start to find it.
In conclusion, If you can point me at the appropriate codebase, I'll take a whack at implementing the new functionality, otherwise, I'd like to propose a change so that when the user copies or moves files, the user has the option of using the original file's date timestamp, or using the current date timestamp as is the current protocol (or at least the way it works on my machine).
