Inconsistent multiple pictures open behaviour
Steps to reproduce
- Select three Picture files (e.g. PNGs) with Shift+Click or Ctrl+Click
- Hit Enter
- Notice that three Image Viewer windows come up
- Close these windows
- Right-click on the selected files
- Click 'Open with other application'
- Click Image Viewer
- Click Select
- Notice that only one Image Viewer window is created and that if you press <- or -> it will cycle through the three selected Images.

Flatpak unstable -
Other: Files 3.26.3-0ubuntu4 on Ubuntu 18.04
I'm unable to test the Flatpak because 3.28.0 ( Build ... Sun Mar 18 08:52:17 UTC 2018 from https://sdk.gnome.org/nightly/repo-apps/ ( the Flatpak provided by the .flatpakref at https://git.gnome.org/browse/gnome-apps-nightly/plain/nautilus.flatpakref )) won't detect any applications on Ubuntu 18.04 except itself ((Development) Files), Help, and Run Software.
Current behavior
Files opens three Image Viewer windows for three pictures when hitting Enter or double-clicking or right-clicking and clicking 'Open'. However Files opens one Image Viewer window and allows the user to navigate between the three images by using <- and -> if you select three pictures and click 'Open With Other Application' and then click 'Image Viewer' and 'Select'.
Expected behavior
Files opens one Image Viewer window and allows the user to navigate between the three images by using <- and -> however the images are opened from Files.
Additional information
Ubuntu bug. I don't get this bug for MP3s opened with Videos (Totem).
