nautilus-file: Don't show thumbnails for the first 2 zoom levels

For the SMALL and STANDARD icon sizes, the thumbnails barely give any useful information, so we shouldn't use them.

This patch solves this issue by not showing thumbnails for the first 2 zoom levels, only for the LARGE and LARGER ones.
