Use portal for "Send to"

Corey Berla requested to merge coreyberla/nautilus:send_to into master

Currently, we bundle a "send to" extension with Nautilus. That extension only activates if you have nautilus-sendto installed. Since nautilus-sendto is no longer maintained, lets switch to portal which has the added functionality of working in a sandbox.
