As discussed in !553 (comment 903842), I'm proposing a way to mostly restore starred files tracking, as long as rename/move operations are performed using this application.

In addition to addressing the feature regression, this patch also provides a solution for 2 old bugs: #161 (closed) #169 (closed).

This aims to be a minimal required change. @oholy Do you think this is this still acceptable for 3.38? I can ask for another freeze exception if so.

@sthursfield Can you review the tracker and SPARQL parts?
