A11y Preferences window tweaks

This addresses two things

  • Labels two unlabelled comboboxes on the View tab in the preferences window
  • Exposes section labels to screen reader users throughout the whole preferences window. This is an enhancement which makes preferences window more easier to use for screen reader users I think.
