Some context menu entries are unavailable in list view if folder has many items

Steps to reproduce:

1. Open nautilus
2. change to list view
3. cd to a folder where you have many files (or make the window small)
4. right-click to open context menu

What happens: Some context menu entries are only available if no file or folder is selected. These will never show up under some conditions (see above). This includes:

• Create new folder
• Create new file (from templates)
• Paste
• Select all
• Open in terminal (provided by gnome-terminal, see #38 (closed))

What should happen: Have a way to access these context menu entries even in list view on "full" folders

Affected version: Nautilus 3.24.2 and many older releases.
