Drag-and-drop to symlink does not work in Wayland

Steps to reproduce
- Click on a file and hold
- Drag to some other place (in the same folder/window or other)
- Press and hold Shift+Ctrl
- Optionally: Drop
Current behavior
Wayland: In step 3, the mouse pointer is a hand with an arrow icon, indicating dropping the file would me it to the destination.
X11: In step 3, the mouse pointer is a hand with a rope(?) icon, indicating that dropping the file would create a symbolic link to it. Dropping it creates a symbolic link to it.
Expected behavior
Wayland & X11: In step 3, the mouse pointer is a hand with a rope(?) icon, indicating that dropping the file would create a symbolic link to it. Dropping it creates a symbolic link to it.
Additional information
This screencast shows the behavior in a Wayland session (the upper window is the nightly flatpak, the lower the RPM package version, the flipping about of the icons was me playing around with the Shift&Ctrl modifiers):
