F9 shortcut to toggle sidebar no longer works since 43-beta

- Nightly flatpak: Can't test it because it's an automated Fedora test, I can't easily try the flatpak manually right now.
- Other: Fedora 37 / Rawhide, Nautilus 43-beta.

- Run Nautilus
- Press F9

Side bar does not toggle.

Side bar toggles.
Additional information
We have a Fedora openQA test of Nautilus. One of the things it does is test whether hitting F9 toggles the side bar on and off. This was working fine all the way up through 43-alpha, till 43-beta landed in Rawhide and F37: now F9 does not toggle the side bar any more.
When openQA hits F9, it's starting from a state where it has run Nautilus from the system menus, then clicked the view toggle button to change from icon view to detailed list view; that's all it has done. That state is saved as a (qemu) snapshot, and when the sidebar test is reached, openQA restores that snapshot and hits F9. I guess the shortcut may work if a different panel is active, or something, but previously it definitely worked in this state.
