New Properties dialog follow-ups

I was working on some designs for this dialog (below) but since !745 (merged) got merged we are most of the way there, all we need to do is just some follow ups to that. 😄

The things to potentially follow up with from this mockup are:

• making the user permissions stuff more "human readable" with switches instead of drop downs
• use a list row layout for the enclosed file permissions
• be able to rename the folder/file in-line
• simplify some of the information display in the main view

(This design doesn't touch on filetype/plugin specific properties that are being discussed in #2365 (closed))
