Busted the Tinderbox again! (Another attempt to fix it.)

	* libnautilus-extensions/nautilus-file-utilities.c:
	(nautilus_self_check_file_utilities): Changed the tests
	to match reality.

	* configure.in:
	* user-guide/Makefile.am:
	Turned the user guide off again. Dan explained that this
	is what he meant to do (I got it wrong).
