region-utils: Some optimizations

Robert Mader requested to merge rmader/mutter:region-utils-optimizations into master

Apply the optimizations from 0c55e87d to region-utils, too, and fix a comparison issue.

I haven't yet profiled it but as we call these functions quite a lot it's probably worthwhile.
