Touchscreen not disabled when screen is locked/black

- Lock the screen, wait for it to fade out
- Take out a cloth, and wipe the screen
- It's a touchscreen, so crazy things happen
Instead, it should be 3. Screen is now clean
This is a regression, but I cannot tell you when it was last working in Wayland, if ever... This should still work in X11, thanks to the gnome-settings-daemon power plugin calling set_device_enabled()
on the touchscreen.
