Non-gtkheaderbar apps can't be dragged using touchscreen
Step to reproduce:
- Install a random app which does not use CSD/gtkheaderbar (like, for example, synaptic) in a touchscreen device
- Open that app and try do drag the window using your finger on the gtkheaderbar on the touchscreen
Expected behaviour: you can freely drag the window using your finger. Observed behaviour: well, nothing happens.

Tested on a laptop with a touchscreen device, which is sold with ubuntu preinstalled (DELL XPS 13 9360).
This issue only affects non-CSD apps. This issue only happens in wayland session.
