kms: Call drmModeMoveCursor ASAP in response to input events, even with atomic

Michel Dänzer requested to merge daenzer/mutter:meta_kms_impl_device_move_cursor into main

This should put the "cursor latency is higher with Wayland than with Xorg" issue to bed, while reducing the risk of frame skips in the KMS thread.

It fixes #3867 (closed), which is a regression in the 48 cycle and thus a 48 blocker.
