wayland/actor-surface: Reset the actor on role-assignment

Sebastian Wick requested to merge swick/mutter:wip/window-actor-destroy-remove-surface into main

This makes sure that XDG roles always get new actors when a new role is created in addition to when the surface was unmapped.
