ci: Rebase image to F39

Florian Müllner requested to merge fmuellner/mutter:f39-ci into main

F39 has been branched, so we can use it as base of our CI image and reduce the number of custom built components.

This will also help if gjs adds support for import maps and gnome-shell bumps its gjs dependency to use it, as F39 already includes the new mozjs version that gjs now uses.
