compositor: Mirror window placement in RTL environment

Shmuel Leib Melamud requested to merge smelamud/mutter:rtl-placement into main

If RTL environment (such as Hebrew or Arabic) is detected, the usual new window placement algorithm is mirrored. New windows appear near the right side of the screen and cascading is built from the top-right corner of the screen.
