monitor-manager: Add 'has-builtin-panel' property

Jonas Ådahl requested to merge jadahl/mutter:wip/switch-monitor-desktop-mode into main

Will be TRUE if there are any built in panels. Can for example be used to determine whether a machine is a laptop or a desktop computer.

Also with a commit so gnome-shell doesn't have to go via the backend singleton.
