Add API for a11y input remote control

As things stand, it's not possible for an assistive application (whether a real one like Dasher, or Orca, or a test one like Dogtail) to control and capture events outside the application itself.

It's a feature of Wayland, but offering that possibility is a necessity to have working a11y features. Ideally, those a11y applications could also be run inside Flatpak containers, and their access to a11y features controllable to minimise rogue applications from using them.
