[Wayland] Mouse cursor stuck at 60hz when screen is idle and display refresh rate is >60hz

With #171 finally merged, GNOME on Wayland is now able to run at the same refresh rate as the display. However, the cursor is still stuck at 60fps when the screen is otherwise idle which makes it feel sluggish on displays with refresh rate above 60hz.
