Scaling applied to applications on wrong monitor

Bug summary

I noticed that on F41 Silverblue I started having issue with scaling. I have primary monitor scaling set to 175% and two others which have 100%. Some applications are scaled to 175% (tested with Brave flatpak and GIMP flatpak) when some window pop-up on scaled monitor.

This only happens if the application is maximized, doesn't affect windowed apps.

Steps to reproduce

1. Have multiple monitors
2. Set scaling on primary to 150%
3. Open Brave Browser on secondary monitor
4. Maximize Brave window
5. Click on menu on top bar on primary monitor

What happened

The window on secondary monitor gets upscaled

What did you expect to happen

The window will stay on scaling set for the secondary monitor
