Caps Lock Reversed in Apps

Bug summary
After suspending my computer then logging back in after using caps lock to wake, the caps lock is functionally reversed (caps lock OFF = capital letters; caps lock ON = un-capitalized letters) in apps. But not in GNOME shell itself (i.e. the search bar). Happens in all apps; LibreOffice, Firefox, terminal, etc. Seems to only happen with a Wayland session on GNOME.
Steps to reproduce
- Suspend PC
- Use caps lock to wake PC; shortly after press caps lock again to enable it (the first press doesn't enable caps lock; only wakes)
- Enter password and log in
- Find that caps lock is reversed in apps
The issue doesn't seem to appear on Xorg or even Plasma on Wayland
Also, is there some way to debug this?
