Cursor stuttering when web browser content is below 60 fps. Probably caused by !3674
Recently, my distro (OpenSUSE Tumbleweed) has started shipping Mutter with patch !3674 (merged) and since then I'm experiencing cursor stuttering in web browsers if the content is below 60 fps (for example, a 30fps YouTube video).
Before that, the last time I've been experiencing cursor stuttering if web browser content is below 60 fps was on Gnome 43. On Gnome 44 I didn't experience it anymore, probably due to this work being done in Mutter and also not on Gnome 45 and 46 (before this patch has arrived), due to the cursor being moved to its own thread. But now, since OpenSUSE has started shipping the patch, I have the same experience as on Gnome 43.
My GPU is a single Radeon RX 580. Kernel 6.8.4
