No cursor rendered in some applications when using cursor themes without the `default` cursor

Bug summary
When a cursor theme without the default
cursor is enabled, some applications do not render any cursor.
Probably related to #3184

- GIMP
- Factorio
Steps to reproduce
- Enable a cursor theme without the
default
cursor, e.g. DMZ-White - Launch any affected application
What happened
No cursor is rendered
Relevant logs, screenshots, screencasts etc.
Below is a screenshot of GIMP with cursor location enabled. The blue locator is visible, but not the cursor itself.
User Workarounds
- Use a cursor theme with a
default
cursor, like Adwaita - Create a symlink named
default
pointing to an appropriate cursor likeleft_ptr
