TV refresh rate limited to 30Hz on Wayland session

Bug summary
Ever since upgrading to fedora 38, my Xorg session has been extremely laggy (multi sec min response time when interacting with windows and glxgears outputs at 1fps) and I've moved to Wayland on my laptop with a rtx2070. Wayland functions mostly fine (xwayland apps can be blurry) with the added benefit of fractional scaling, however the biggest issue is that my TV's refresh rate is limited to 30Hz, whereas, before on f37 with a working Xorg session it was 60Hz.
