"Focus on Hover" no longer works with 45~beta-1

Bug summary
Setting window focus method to "Focus on Hover" in gnome-tweaks results in a system where focus only changes to a new window when that new window is clicked on.
Steps to reproduce
To make a clean reproducer, I started with a recent F39 workstation x86_64 live and installed that into a VM. After reboot and going through GIS, I installed gnome-tweaks and changed the window focus to "Focus on Hover".
I did some bisection with Fedora builds and found that FFM (focus follows mouse, focus on hover) last worked with mutter-45~alpha-6.fc39, gnome-shell-45~alpha-2.fc39 and gnome-shell-extensions-45~alpha-2.
When I upgrade to mutter-45~beta-1.fc39 and gnome-shell-45~beta-1.fc39, FFM no longer works and I have to click on windows to change focus.
What happened
Setting window focus to "Focus on Hover" leaves the system in a state such that focusing on a different window requires clicking on that window.
What did you expect to happen
Setting window focus to "Focus on Hover" would result in a system where focus would change when the cursor is over a window, not requiring me to click on the window.

I made a QND screencast showing the behavior. When focus changes between the two text editor windows, that's me clicking on the windows.
