Mouse acceleration setting is not respected (flat)

Bug summary
I have always had mouse acceleration disabled using gnome-tweak, setting it to "flat". With gnome 44, this setting has been exposed in the settings app. Unfortunately, mouse acceleration is always in effect no matter how many times I toggle it on and off.
Steps to reproduce
- Go to gnome settings -> mouse and touchpad
- Disable mouse acceleration
- Perform mouse accel test
At no point during the test should the mouse physically leave the surface
Take care to always keep the cursor within the bounds of the screen- Choose a distinct point or mark on screen as your anchor
- Place mouse cursor onto the anchor
- Quickly jerk the cursor away from the anchor in a single direction
- Slowly return the cursor to the anchor
- Repeat steps 2-4 making sure to always jerk the cursor in the same direction as in step 3
Mouse accel flat: The final physical location of the mouse should not have moved much from the start of the test
Mouse accel default: The physical mouse should now sit in a completely different area on the desk
What happened
Mouse acceleration remains active even after disabling the setting.

Expected "Acceleration Profile: Flat" to take effect like in previous versions
