GNOME renders at 60FPS, ignoring monitor refresh rate (165Hz) | Nvidia Optimus Hybrid Graphics

Bug summary
The monitor's refresh rate is correctly identified as 165.01Hz by Gnome Settings both on hybrid-graphics and discrete Nvidia GPU. The Gnome desktop and all applications render at this speed when using the dedicated GPU only. When rendering using the hybrid graphics mode, it only renders at 60FPS. I was unsure as to whether to create an account and file this bug report as I was unsure if it had been fixed by a later version, but I decided to do so anyway.
Steps to reproduce

Boot Nvidia Optimus laptop under hybrid graphics mode. Observe 60FPS despite 165Hz refresh rate (or whatever your laptop's refresh rate is).

Boot same laptop on discrete GPU only. Observe FPS matching 165Hz refresh rate.
What happened
Renders at incorrect rate (including other applications, such as games, so I don't think it is to do with Vsync or anything, at least on XOrg)
What did you expect to happen
Render at correct 165FPS.
