Some application groups seem not to be reported correctly to docks - at random
Affected version
44.0/libmutter 12 on Ubuntu (Budgie) 23.04. This is a regression for mutter - plank works with other X11 window managers, and has always worked with earlier versions of mutter. Presumably, mutter is doing something different in 44.0.
Bug summary
Running Ubuntu (Budgie) 23.04 with mutter 44.0/libmutter 12, at seemingly random occasions, (also seemingly-) random applications do not appear in Plank. The exact same happens with other add-ons like (Budgie) window-previews, where, at random, some application groups are not listed in the window-overview. At other times, the (same) application is represented correctly again.
Steps to reproduce
- Run Ubuntu on XOrg with mutter 44.0/libmutter 12
- Use a dock like Plank, or an expose-like add on
- During use, the issue will appear (at random)
What happened
As described above, at random, window groups seem to be not reported correctly.

Gedit is clearly running, not represented in Plank.
