Middle-click to lower window does not work on the titlebar of SSD window

Bug summary
tldr: We cannot use middle-click to lower a window with decoration (non-GTK window).
Steps to reproduce
- Using GNOME Tweaks put the "Lower" action to middle click on Window Titlebar
- Open GNOME Software
- Open a non-GTK window (Mixxx, Element, Discord)
- Middle click on the non-GTK window titlebar
What happened
I use middle click to lower a window everytime, I set it up using GNOME Tweaks and set the Middle click action to be Lower.
When I use the middle click on any GTK window (such as the Terminal, GNOME Software, Nautilus etc..) the window lower as expected. However when I launch a non-GTK window (such as Prism Launcher, Element, Discord, Mixxx, etc..) the middle clic does nothing.
However, middle click work fine when you use it to show the menu or minimize the window (using GNOME Tweaks, same as before)
Note: We can still use keyboard shortcuts to lower window, this work as expected.
Question: Could this be a problem with GNOME Tweaks ?
