Can't (immediately) alt-tab to some specific applications under Wayland (KeePassXC, VSCode)
Problem
On Wayland, when starting some applications, such as KeePassXC or VSCode, you can't alt-tab to them until they have been running for over 10 seconds.
Steps To Reproduce
- Ensure you have at least one window/application (A) already open.
- Start an application such as KeePassXC or VSCode (B).
- Alt-tab once (immediately after starting), away from B to A.
- Alt-tab again, which should bring you back to B. Notice how you can't alt-tab back to B; either A stays active if you don't have any others open, or an unrelated application (C) is focused.
- To verify, hold alt-tab to see all windows in the switcher - notice application B not being present at all.
Expected Result / Possible Solutions
The application is visible immediately in the alt-tab switcher.

I think this is related to #1330, but I'm not entirely sure. (I figured that, even if it is a duplicate, the problem might benefit from better visibility under one of the problems that it is actually causing to end users, i.e. that others might better find this issue.)
This is similar to, but not the same as issue as gtk#5386 (closed) and has been a problem for several GNOME/mutter versions - I'm a bit surprised I haven't found it reported directly already since the GTK bug broke something similar and did get a lot of attention from end users (probably because it broke something a lot of users use)
The issue doesn't seem to occur under X11.
