mouse cursor heavy stuttering (low fps) when idle

Bug summary
When the window manager is idle, the mouse cursor moves with low fps and stutters. As soon as I move a window, or scroll the content of a window the cursor moves completely smooth in sync with the monitor (60hz -> 60fps).
Steps to reproduce
- Run gnome
- make sure no window programs are running at all, so there is no rendering or any animations (idle)
- move mouse around
What happened
The mouse cursor renders in very low FPS (< 60FPS) and stutters visibly.
What did you expect to happen
The mouse cursor should render at an FPS rate matching exactly the monitor HZ (i.e. 60FPS for a 60Hz monitor), being smooth and without any stutter.

mouse stuttering while idle
This is a movement of the mouse cursor while focused on a firefox window of a simple .txt file doing no scrolling and without other apps rendering animations/scrolling/etc (completely idle). Notice the jerkiness/stuttering.
smooth mouse cursor while app window is "scrolling"
This is the same, but with enabled the auto-scroll feature of firefox, forcing it to do content updates. Notice how smooth it is without any jerkiness/stuttering.
