Ctrl + Shift + $ shortcut not working on Wayland (GNOME 40)

Bug summary
GNOME-shell on wayland ignores Ctrl + Shift + $ as a keyboard shortcut to move window to workspace 4.
I have two keyboard layouts: English and Portuguese. The issue happens on both only on Wayland, on xorg it's fine in both layouts.
"Ctrl + Shift + !", "Ctrl + Shift + @", "Ctrl + Shift + #" all are working fine.
Steps to reproduce
- Use GNOME 40 on Wayland
- Set Ctrl + Shift + $ keyboard shortcut to "Move window to workspace 4"
- Try to use Ctrl + Shift + $, nothing happens.
What happened
Nothing.
What did you expect to happen
The current window should move to Workspace 4.
Relevant logs, screenshots, screencasts etc.
Ctrl + Shift + $ is set to "Move window to workspace 4"
I have 4 fixed workspaces set on gnome-tweaks.
Running gsettings list-recursively | grep dollar
shows that this is the only shortcut which contains the $ sign.
The bug 1551 (#1551 (closed)) is almost identical to this one, except that the issue was fixed and now it's back on GNOME 40 (regression).
