Wayland: Windows that start maximized move to unexpected positions when unmaximized by dragging title bar

Bug summary
When a window starts out as maximized, then the user drags the title bar to unmaximize and move it, the window jumps such that the top left corner of the window roughly matches the mouse cursor position. The expected behavior (and how it works on XOrg) is that the window is moved to a position that results in a relative cursor position that makes sense proportionally based on where the drag started within the title bar.
Steps to reproduce
- Use Wayland
- Open a program that starts maximized or remembers its position as such (GNOME Files, Firefox, etc.)
- Click and drag on the window's title bar to move it
