Gnome shuts down Xwayland while there are X11 applications running

I'm using Fedora 32 and Gnome 3.38.1. I just updated mutter (though it was 3.38.1 before and after the update - not sure if it was some Fedora-specific change?), and started seeing this bug.

It looks like Xwayland stays running only as long as there's a visible X11 window. If there are none, it exists, and kills anything running in the background - Dropbox, Slack, etc.

Easy repro: make sure no X11 apps are running, and run xprop -spy -root. After a few seconds, it will exit with "X connection to :0 broken (explicit kill or server shutdown)" error.

(I probably enabled the "autostart xwayland" at some point - though cannot find that setting now.)
