Commit e28c1ab4 breaks fullscreen mode in CS:GO

Bug summary

I'm manually building mutter on Arch Linux, based on the gnome-3-38 branch. After experiencing the aforementioned bug where fullscreen mode on CS:GO is broken, I bisected the branch and the culprit is commit e28c1ab4.

Steps to reproduce

1. Build mutter under e28c1ab4
2. Run CS:GO with -fullscreen (or go to the video options and set Display Mode to Fullscreen)
